Cop Out on the Beat
Frank Powell wrote the song "Cop Out on the Beat" in 1996. The Policemen's Benevolent Association
of Bloomington, Illinois used the song as a tribute to fallen police officer Bill Osborn, and sold
copies at their Policeman's Ball to raise funds. Its release on cassette was so well-received by both
the law enforcement community and the public that it was subsequently released nationwide on CD.
"The members of the Bloomington Police Department were impressed with the way
the lyrics of the song found the spirit of the men and women who patrol our streets."
-- Michael A. Scott
President P.B.P.A. Unit 21
Frank is very proud that his song was a successful fundraiser for the Bloomington P.B.P.A. and
very grateful for the positive feedback he received from police officers and their supporters.
